On a point of order, Mr. Deputy Speaker, Sir. The issue of Ministers not supplying written answers in advance is becoming a daily occurrence. In my view, this is deliberate. They want to ambush us and catch us unaware, so that we do not ask adequate supplementary questions. Mr. Deputy Speaker, Sir, could you make a ruling on this matter to inform Ministers that unless they have supplied written answers in advance, we will assume that they are not ready to answer our Questions? Could we get guidance from the Chair?

Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to support this Motion. This Ministry deals mainly with two areas: trade and industry. In the area of trade, I would like to commend the Minister, just like my colleagues have done, for the job that he has done in leading negotiations in various forums internationally. Mr. Temporary Deputy Speaker, Sir, in an earlier answer, the Assistant Minister said that the Ministry does not have the money to employ enough teachers. Now he is 2248 PARLIAMENTARY DEBATES July 20, 2006 saying that the Ministry does not have money to employ Quality Assurance Officers. What measures is the Ministry taking to empower the headteachers to be the first people to do the inspection where necessary?

Mr. Deputy Speaker, Sir, does the Ministry have any plans to go to villages and identify the poorest of the poor and give them seeds and fertilizers, so that they can grow enough food for themselves? Is the Ministry waiting for pictures to appear on televisions before it can buy food to give to them?
