At the very lowest cadre of the Provincial Administration, there is a group below the assistant chiefs called the villager elders. I would, therefore, urge the Minister to look at ways, at least, of remunerating these people for the services that they render to the people. But, surely, in cases of emergency, they should be able to deploy one to come to Nairobi if we really cannot station one here specifically for such rescue matters. When you talk about emergency response, time is very crucial. What is the Ministry doing to ensure that Butere District gets its share of water as a matter of right because the current scenario is that water flows on the Butere side only when the needs of Siaya have been met. What are you doing to ensure that we get our share of water by right and not as a favour as is currently the position? view

However, Siaya District is being served, while ours is not! When is it going to start working? We do not want to hear about percentages! view
