We have several patients suffering from heart and renal diseases and yet, in most district and provincial hospitals, we do not have machines to treat those kinds of patients. What is the Ministry doing to ensure that every district hospital has some basic equipment? view
  • 5 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Minister has admitted that there is some management problem within this company. Apparently, it looks like these management problems are common in most of the water supply bodies. In my view, this arises from the provisions of the Water Act. The Water Services Board does not seem to have enough capacity and power to supervise the water supply companies. What is the Ministry doing to make sure that these bodies are streamlined, so that services are offered to the common mwananchi? view

The global food prices have steadily been increasing for the past couple of years now. The statistics indicate that from October last year and January this year, the food price index has increased by 15 per cent. Arising from that answer, you can see that there are problems in the implementation of the ESP projects within the Ministry. What does he intend to do exactly to ensure that the programme is implemented without any conflict? I expected the Minister to tell me the role of the Economic Stimulus Programme (ESP) Management Committee that was constituted through a circular from the Treasury vis-Ă -vis what the Ministry is doing now. If the Ministry opted to move from that structure, where are the guidelines for the implementation at the ground level? Can he table them if he has them? view
  • 24 Feb 2011 in National Assembly: Mr. Speaker, Sir, I also want to congratulate the Ministry for that initiative. We, as members of Public Accounts Committee (PAC) visited the site. We were impressed. However, one of the issues that arose from the neighbourhood is on structures that have been put up within the ten kilometre radius. What will the Ministry do to ensure that once those structures are uprooted, the owners are compensated? view
  • 23 Feb 2011 in National Assembly: Mr. Speaker, Sir, it appears as if, generally, there are problems in prioritization of projects in the WSB. This is particularly so with those next to Lake Victoria. We have Lake Victoria North and Lake Victoria South Water Services Boards. Each seems to give the impression that these boards only serve areas around the lake. Could the Ministry consider renaming these boards to give the correct impression that it serves a wider area than the area around Lake Victoria? view
