Mr. Deputy Speaker, Sir, last week, the Assistant Minister answered a similar Question on Cherangany. It is apparent that the Ministry seems to have a problem with capacity to handle this stimulus programme. You can see that since March last year when the CDF met and approved contractors for this programme, it has taken the Ministry close to one year and the contractor has not been on site. The Assistant Minister has said there have been differences between the contractor and the local leaders. Could he tell me the specific differences because I am not aware of any differences?

Mr. Speaker, Sir, in the answer by the Assistant Minister, he has indicated that there is a camp called Kusumet which has volunteer teachers. There is also another camp which is not indicated here, probably because it is within Kuresoi. But there are pupils who also fall under the same circumstances; who are also studying in another school called Chebuken Primary School. All those fall within my constituency, which neighbours Kuresoi. So, what is the Ministry doing? Has the Assistant Minister also undertaken to allocate similar provisions to those schools; that is Chebuken and the volunteer teachers at Kusumet Camp?

Mr. Speaker, Sir, the Assistant Minister has said that the Ministry has employed some youths. I know that these youths were taken as interns on contract basis. Does the Ministry intend to employ them on permanent basis?

asked the Minister for Cooperative Development and Marketing: (a) whether he is aware that poor management at the New Kenya Cooperative Creameries (New KCC) is as a result of political interference and cronyism in appointment to senior positions; (b) whether he could provide the names and qualifications of the top management at the New KCC; and, (c) whether he could explain the delay in the appointment of a Managing Director of the corporation, and state what measures the Government is taking to ensure that farmers participate in the nomination of the Companyâs Board of Directors.

Mr. Deputy Speaker, Sir, there are all indications that the New KCC may not be achieving the targets it is supposed to meet. I think we can attribute this to management issues with it. From the list by the Minister, I can see that several senior people are in acting positions. The Managing Director is in an acting position, the Cooperate Affairs Manager is in an acting position, Head of Quality Assurance is acting, the Head of Internal Audit is acting; nearly all departmental heads are in an acting capacity.
