  • 26 Sep 2012 in National Assembly: I am not there as per the Speaker, but I am hoping that the interests of the people who will be resettled will be catered for. I just want to make it very clear here that we shall advise the people that we represent on whether the place they are going to be resettled is actually safe for them or not. We want to get that assurance from this Committee, that it is a safe place to resettle the IDPs. view
  • 30 Aug 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. It is just to supplement what Mr. Duale has said. Having listened to the points of order that have been raised, particularly the other side, they are very similar, yet you have made a ruling on those points of order. So, can you allow the Mover to move this Motion? view
  • 30 Aug 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, first, I want to thank my colleagues in the Committee for putting all their time into the work that led to this Report. It took us time to go through the relevant documents. We got so much view
  • 29 Aug 2012 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me this chance to support the Bill. Mr. Deputy Speaker, Sir, first of all, I want to thank the Members of the Committee on Delegated Legislation for having taken time to come up with this very important Bill. • 28 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, I am the Vice-Chairman of the PAC. As much as you have said that the Report is a post-audit one, the correct position is that it was an investigation Report on the matter, which was referred to the Committee by the House. A decision has to be made by this House on certain aspects, particularly as to whether the Government needs to proceed with the joint venture arrangement in the manner it is currently or as recommended by the Committee through the Report. Therefore, I support that the Report needs to be disposed of as soon ... view
  • 24 Aug 2012 in National Assembly: On a point of order, Madam Temporary Deputy Chairlady. I want you to really guide this House. This House has just made a decision on that provision, so it remains as it is. As much as the Chairman of the Committee has a point, I think it has been overtaken by events. So, let us move on. view

  • 24 Aug 2012 in National Assembly: Madam Temporary Deputy Chairlady, I also have a feeling like hon. Midiwo that the provisions we have in Clause 86(1) and (12) do not really add value, particularly given what has been provided for in Clause 86(1) and (2) where these officers have been saved really. Then I also do not understand why you want to create a security of tenure of the directors. Suppose they make mistakes now and they have to be disciplined? Are we not restricting the Director-General even to take action? view
