Mr. Speaker, Sir, one of the problems the Ministry of Finance has is making late decisions. Six months after the financial year started, we are still talking about putting in place mechanisms for disbursement. That was the problem which we had with the ESP. What is the Ministry doing to ensure that, in future, you plan well ahead of the Budget so that by the time you are bringing the Budget here, you already have the modalities of disbursement in place?

Mr. Deputy Speaker, Sir, I rise to second this Motion and say that I think that its importance is not so much what some hon. Members feel that we are trying to discredit the work of committees or the Government. I am not questioning those individuals. What I am questioning is the validity of the figures. I am a statistician; that is true. I know at times you can use statistics also to learn. I hope this is not so in this particular case. We know what is happening on the ground. I wanted to give an example to Mr. Chachu to learn from. On a point of order, Mr. Deputy Speaker, Sir. I find it not right for hon. Chachu to question the constitutionality of this Motion when it has passed through the system of approving Motions in Parliament. I thought that, that was the work of the House Business Committee.

asked the Minister for Education:- (a) whether he is aware that the Board of Governors of Sotit Secondary School has not performed to expected standards and that it has failed to hold meetings as per the Ministry regulations, thus affecting the school performance; and, (b) what measures he has put in place to ensure that a new and efficient board is re-constituted.

Mr. Deputy Speaker, Sir, I want to thank the Assistant Minister for that answer. As he has acknowledged, the school has not been running well because of the failure of the board to meet as per requirements. Indeed, the school has not been able to utilize the Constituencies Development Fund (CDF) money which has been allocated to that school for a while. It is also reported that the school did not sit for end of term examinations last term just because the board could not sign for funds to be used for running the school. I am happy that the ...

Mr. Temporary Deputy Speaker, Sir, I think the Ministerâs Statement is contradictory. This is because he is saying that there was a directive that certificates are issued, yet he is asking parents to go and negotiate again with the board of governors and head teachers. Could he come out clear whether that directive meant that everybody whose certificate is in school has to be released?
