Mr. Speaker, Sir, what steps is the Assistant Minister taking to increase the allocation, especially for the ASAL areas? These are children who stand the risk of being moved around if parents cannot afford the fees or when time comes for them to move around. Therefore, supplementing the situation is very critical.

Mr. Deputy Speaker, Sir, thank you for giving me this opportunity. I will give a few similar comments about the congestion in Nairobi and other towns. Why is it that lorries occupy lanes meant for faster cars even though they know they are slower than all the other vehicles? Should there not be a regulation requiring them to keep on one side of the lane so that the fast vehicles can use the other lane? The other problem is about overtaking. The same thing applies to ambulances that try to save lives. They also experience congestion because there are no regulations that guide motorists. The ambulances face difficult situations and almost cause accidents trying to pass and rush to hospitals. In a place like Eldoret, for example, the police have converted one lane into a weighbridge. They use that lane to weigh overloaded trucks thus causing a serious traffic jam. They should do that away from the road. They can look for a space, cement and level and weight the vehicles there. They have caused a problem in Eldoret!

Mr. Deputy Speaker, Sir, as the Assistant Minister answers the Question, it is clear that Kenyans are losing lives at the hands of the police. However, he comes to the House and utters very serious words, claiming that he will take action. When will he follow his tough words with actions that will make the police desist from killing Kenyans?

Thank you, Mr. Speaker, Sir. I would like to get sentiments from the Prime Minister about the implementation of the constitution in the rural areas. A lot of polluting information was put in the minds of those people about marriage of the same sex and even taxation on dogs. Literally, people in my constituency and many neigbouring constituencies killed their dogs because they feared heavy taxation. In fact, human rights organizations should actually represent those animals against those who took such information to them. Mr. Speaker, Sir, I do not know how fast the Government can cultivate a relationship with the people who live near national parks because some of the hostilities are as a result of a family member being killed by animals and yet the Government takes a long time to compensate them. What has the Government done to speed up compensation and also cultivate a good relationship with the people who live near national parks so that when a family member is killed by wild animals, the family does not kill the animals in the area?
