somewhere in the private sector that requires the expertise to handle fraud, cyber crime and such kind of things, he or she will go for it. So, for us to lock those people as the Motion proposes - that they should serve in the public sector for, at least, 10 years, we must provide a conducive environment for them to stay.

There is a new Inspector-General of Police who was put in office the other day. He must come up with a clear policy on how he wants to handle the police service in this country. We have insecurity in this country because there is a lot of corruption, laxity and the police have lost faith in their work stations. Unless he addresses those issues, this country will continue suffering from the insecurity that we are facing.

Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to contribute. This is not going to be the last time that amendments will be made to the EACC Act. Many amendments have been done before just to cure the problems that Kenyans have been facing in fighting corruption. Fighting corruption is not an easy job. That will be said by every Kenyan you speak to. If we are to fight corruption honestly and efficiently, we must have a body that is ready to fight corruption holistically. Previously, there were commissioners who were sitting in office doing nothing. Some ...

With regard to the issue of panels, when the Public Audit Bill was being discussed here, people said that we must allow the Public Service Commission (PSC) to select a panel. The President returned the Bill and said that the PSC should select and give names of people to the Office of the Auditor-General. Now we are being told that a panel must be formed for the EACC.

On a point of order. Thank you, Hon. Temporary Deputy Speaker. I wanted to ask whether the Leader of the Majority Party is in order. Today he is very happy. I think the fasting is taking him very well. He has said that he is not going to take people to the EACC unless they are wedding like Hon. Junet. I am worried where I am seated because today I might not get food to break my fast because my wife is watching. Secondly, there are no Members of Parliament who take busaa . Not even in the Senate. I ...

Thank you very much, Hon Temporary Deputy Speaker forgiving me an opportunity. I would like Hon. Kabando to listen to me. I would like to thank the leadership of central Kenya for showing leadership in fighting against the illicit brew. This is a menace that has destroyed many families and lives. It is a noble cause that has been started by His Excellency the President. The President’s intention must have been very good in getting rid of illicit brews and restoring lives and families. However, the noble course of the President has been destroyed by a chief sycophant like Hon. ...

Hon. Temporary Deputy Speaker, I have said this in good light. He has done a good job in terms of leading the course. We must use the institutions and frameworks of law to fight illicit brews. If we lead in a lawless manner, another menace will come up in the country and people will take up the law into their hands. That is not good for our country. I agree that that is a menace that we need to fight. It has destroyed lives and families but we must use ways and means within the law to fight the same ...
