  • 22 May 2013 in National Assembly: Thank you, hon. Speaker, Sir. I take exception to the words of the Majority Leader. I was not imputing improper motive on anybody. I just condemned what the cartoon showed. I was only seeking clarification, so that the hon. Members can be exonerated, or they can tell us exactly what happened. Did the massaging take place or not? I just sought that clarification. I did not come up with any story. view

  • 8 May 2013 in National Assembly: Hon. Deputy Speaker, I rise to support this Bill. However, I would like to make a few comments. As has been said by the Hon. Bishop Ababu Namwamba, the man who came to preach that the soul of the new Constitution of this country is devolution, without devolution the Constitution is deemed to have died or passed on. The amount of money that was initially allocated in this Bill was supposed to be Kshs231 billion but what we are seeing here now is Kshs198 billion with conditional allocation of Kshs43 billion.
