Kaluma is raising has been taken care of by Section 7(4) which says: “The Commission shall, in consultation with the Cabinet Secretary, develop criteria and regulations to guide the exercise of vetting of the officers under subsection (1).” These new legislations that we are making now, the National Police Service and the National Police Service Commission were brought because of the new Constitution. The letter and the spirit of the Constitution envisaged that many officers in Government organizations will be vetted, including the Police Service and the Judiciary. If we exempt them from ... view
