Temporary Deputy Speaker, it is good that Members of Parliament implemented this a long time ago; when you see the kind of extravagance and wastage of money in our country you get shocked. I can authoritatively say here that a third of our budget every year goes to waste and now we are discussing a budget of Kshs1.6 trillion. How much is a third of that? What were the conditions attached by the Chinese Government to those grants and loans? There is a tendency in this country where, when loans and grants are given by the Chinese Government, they are the ones who come here and undertake those contracts.
