  • 6 Aug 2013 in National Assembly: As hon. Members are aware, the immediate former President left behind the legacy of the new Constitution. The sole and the heart of the new Constitution is devolution. It is devolution that makes the difference in the current Constitution. Therefore, we have to guard devolution by all means. It is only through devolution that this country might achieve the dream of inclusiveness. There are many parts of this country which have been making news over under-development since Independence. I believe that if devolution is implemented properly, every part of this country will develop to the required standards. view
  • 6 Aug 2013 in National Assembly: We have a good scenario in this country today where counties receive billions of shillings and the representatives of the people sit in the county assemblies and decide what to do with that money. We have been using the centralised system for the last 50 years, which has not worked to the expectations of many Kenyans. I believe that devolution is part of the healing process in this country since every part of the country will be receiving its money. Some people are saying that the money that has been allocated to the counties is little but I am sure ... view
  • 6 Aug 2013 in National Assembly: your village, you benefit. We are Members of the National Assembly for five years. Thereafter, one might lose one’s seat and go back to the village. When you find development happening in your village, through devolution, you will be very happy. So, I am requesting Members of the National Assembly to come out strongly in support of devolution, so that this country can move to the next level. If we are going to receive 40 per cent of the national Budget while seated in our village, it will not be necessary for anybody to come to Nairobi to ask for ... view
  • 1 Aug 2013 in National Assembly: Thank you very much, hon. Chairlady. The biggest public relations gimmick that has ever been done in this House since I joined it was done today by the Leader of Majority Party. Bringing a letter at the last minute when Members want to go home and telling them, “just go home and money will follow”, cannot work. view
  • 1 Aug 2013 in National Assembly: We cannot allow this to happen in this country now. We are not even discussing the car grants. We have also not been paid our salaries for last month. How broke can the Government be--- view
  • 1 Aug 2013 in National Assembly: No, I do not check my account like that. However, I checked my account during the day properly. We need our car grants before we go on recess. We want to go to our constituency so that we can serve the people who elected us. Members are being taken for a ride here. They are being told to go home, come back in September and they will find money in their accounts. We will not adjourn this House. We will come back on Tuesday to debate the adjournment Motion. I am speaking as the substantive Leader of the Minority Party. view
  • 31 Jul 2013 in National Assembly: Thank you, hon. Speaker, Sir, for realizing that. I would like to support this Motion for Adjournment. This country is full of chaos at the moment. Governors are shouting at the top of their voices that you devolve everything and anything that is in this country from Nairobi to the villages. We need to get a formula of getting things. We cannot devolve things which they do not have capacity to handle. As you are aware, the Constitution has given a period of three years for functions to be devolved. The Transitional Authority is not clear on whether they have ... view
  • 31 Jul 2013 in National Assembly: I hear a Member saying that Nairobi does not have. He is a Member from Nairobi. So, we want to engage the Cabinet Secretaries now so that they can tell us exactly whether those counties are ready to absorb those functions that the Governors are yearning for to be devolved. view
  • 31 Jul 2013 in National Assembly: Hon. Speaker, Sir, so, I support and I seek your indulgence to give us an opportunity to adjourn this House so that we can engage the Cabinet Secretaries directly as the representatives of the people of Kenya and not counties. view
  • 25 Jul 2013 in National Assembly: On a point of order, hon. Deputy Speaker. I think the Leader of Majority Party has missed the point today. Security is a very important national matter. For example, the Chairman has now brought an answer on an issue that has been raised in this House. However, view
