Secondly, there is a lot of redundancy in the private sector in this country. They have relieved many people of their work. Livelihoods have been lost. We give credit to the Government because no civil servant has lost his or her job. Salaries might have delayed, but you are still in employment. I have not heard of any redundancy in the public service. We must give credit to those people who are struggling to keep the livelihoods of the civil servants.

In conclusion, I want to urge the House to look at the bigger picture of the country. Let us not look at this matter in a bipartisan manner where you look at this side or the other side of the coin. This is an important issue for the country. It is a delicate balance. We need to look at it holistically. We must do what is good for the country. It must run. I know the Jubilee Government has not done very well economically. The President and his deputy must up their game. They have failed us when it comes ...

Hon. Temporary Deputy Chairman, Mheshimiwa Ichung’wah was a former Chairman of the Budget and Appropriations Committee. He is a very serious man and a senior accountant in this country with a CPA-K. He only misbehaves when he is outside Parliament. When he is inside here, he is a gentleman. Let him keep on withdrawing all those amendments.

Hon. Temporary Deputy Speaker, I have been here the whole of this afternoon. I respect the Senior Counsel and our ‘Chief Justice’ Hon. T.J Kajwang’. Where have you seen ‘wives’ written in the Bill that has just passed here that we are on the Third Reading on? Hon. Temporary Deputy Speaker, of all things, why is Hon. T.J being pained by taxes on wives? Does it mean that the numbers are too many or what is it? Can he share with the House why he has been pained by the taxes on his wives?

This is a House of records. I heard Hon. Omboko Milemba saying that the Leader of the Majority Party is the spokesman of the House. We are not in the Kenya Union of Post Primary Education Teachers (KUPPET) neither are we in the ODM Party nor Jubilee. Hon. Temporary Deputy Speaker, with those remarks, I beg to second.

Hon. Speaker, I just wanted to agree with the Committee on the report they have presented. I also wanted to say that what shocks me about the issue of Somalia during their election time, and Hon. Aden Duale will bear me witness, is that the campaign is so intense here in Nairobi than it is Mogadishu. You may think the election is going to happen here in Nairobi and not in Mogadishu.

If you move around town now, all hotels are full. All presidential candidates in Somalia must visit Nairobi. They are campaigning here more seriously than even in their country. I have never seen when we have an election in Kenya presidential candidates going to and campaigning in Mogadishu as though they will be voted for there. So, that is something that the Departmental Committee on Defence and Foreign Relations must investigate more to tell us why the presidential candidates of Somalia are campaigning more in Nairobi than in Mogadishu itself. That question must be determined. Lastly, Hon. Speaker, I saw ...

Hon. Speaker, this is just a Procedural Motion that seeks to extend the life of Bills and petitions before the House. If there is any Member who feels that his petitions should be carried to the next Session, he should be here to pass the Motion. We understand how important it is to bring a Bill and how dear it is to a Member. If a Member has a Bill and he knows that after today it will lapse, he should have been here to ensure that the Procedural Motion passes. A few Members like Hon. Pukose are here, but ...
