  • 5 Dec 2019 in National Assembly: county governments because those are the people who live closest to the people and who suffer from disasters. If a disaster happens in Nairobi, the first people who should respond should be the Nairobi County Government because it is a government by them, unless they are fake governments. He is responding like a Government officer that: “Do not worry!” That is how Government replies to people. “Do not worry.   • 4 Dec 2019 in National Assembly: Hon. Speaker, this is a very serious matter in the country because many people, especially in the counties, are suffering because of the pending bills. Some of the pending bills go way back to 2015/16 Financial Year. The only way this matter can get justice in Parliament is through a report from the Committee and not through a statement. Basically, the county governments have not appeared before the Committee and said they are unable to clear the pending bills because the Controller of Budget is not in office. So, they should not give an excuse of the Controller of Budget not being in office. Yet, she was there in 2015, 2016, 2017 and 2018. These are pending bills that have not been cleared from that time. First, I would like to take this opportunity to send my message of condolences to the people of West Pokot and to the families of Kenyans who lost their loved ones in the disaster. It is very painful to lose people in that kind of disaster where you are not aware, you are just asleep, it is raining and things happen. People are swept by floods.
