  • 29 Dec 2021 in National Assembly: Hon. Temporary Deputy Chairman, I am Standing under Standing Order No.73(5). This is a House of rules and we are guided by the Standing Orders. We are not guided by the rule of the jungle. The Standing Order clearly says: “When called out, each Member shall, thereupon rise in his or her place and declare assent or dissent to the question in the following manner; “I vote yes”; or, “I vote No”; or, “I abstain,” or use appropriate Kenyan sign language”. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can ... view
  • 29 Dec 2021 in National Assembly: Hon. Temporary Deputy Chairman, there is no provision in the Standing Order where a Member is called upon to vote and he says “I am representing so and so. I am representing the hustler nation. I am representing which people.” We cannot run this House in that manner. view
  • 29 Dec 2021 in National Assembly: Let me finish. Hon. Temporary Deputy Chairman, I have a right to speak in this House. The ruling of the Chair, Hon. Omulele, is like this: Each Member’s name will be called out. They will come to the polling booth here and then their names will be ticked and not to be given a microphone to lecture us. They are people who do not have numbers. We are going to defeat them. view

  • 29 Dec 2021 in National Assembly: Hon. Temporary Deputy Chairman, we are in the Committee of the whole House. We are not in the Second Reading of the Bill where someone can just talk about anything. I am not talking about Hon. Wahome. I know that this morning, Hon. Amos Kimunya asked which law school she went to. I do not know. I know that this is the Committee of the whole House. Hon. Temporary Deputy Chairman, can you order her to shorten her presentation so that we can move to the next business? We cannot be held to ransom by a 74-year-old lady. view

He has done the business we are doing for quite a long period of time. Today, he is on the wrong side of history. The Standing Order No.30 covers both ordinary sittings and Special Sittings. There are no Standing Orders for Special Sittings and different ones for ordinary sittings. Standing Orders cater for all sittings of the House. We are ready to stay here until tomorrow morning. We are prepared. Those people who have been asking ... view
