  • 7 Mar 2019 in National Assembly: I agree that they can look at the business side of it, but this matter is still at the stage of policy. It has not moved to business. It is a proposition. Standing Orders are very clear that they cannot look into matters of policy. As the Minority Whip, I need to re-look at the constitution of that Committee. This is an embarrassment to the House. What we do here is what informs Kenyans outside there. Kenyans think that we legislate in vain. When you see a Somali man putting on a kofia, he has become old. That means his ... view

  • 7 Mar 2019 in National Assembly: Hon. Speaker, with your indulgence, I wanted to put to your attention the issue of the High Court ruling that the Chairman is referring to. The issue of that ruling, the way I understand it, is policy that has already been formulated, done and implemented in terms of what the Auditor-General has been allowed to audit. However, here we are discussing policy, which is in its formulation and which is in concept. In fact, people are seducing each other now. The KAA and KQ are not even married. • 6 Mar 2019 in National Assembly: that has just exited. However, there is nothing to remember about the group that has just left, a few days ago. They have not introduced any significant reforms we can take home. I can only remember the previous Chairman’s mode of dressing. However, there is nothing else I can remember about that commission. This was the first commission appointed after the new Constitution. Kenyans had a lot of problems with the police force in terms of reforms, their duties and functions. I could say without fear of contradiction that it was a wasted opportunity for that commission to have played ... view
  • 6 Mar 2019 in National Assembly: lights; the uniform is striking. It is part of the reform agenda that has been brought to this country by the Ministry of Interior and Coordination of National Government. The Cabinet Secretary, Dr. Matiangi, and his Principal Secretary, are doing a good job. As Parliament, we need to support them in terms of funding and making sure that the National Police Service is reformed once and for all. With those few remarks, I support. view
