This is one of the most important committees. The Chair has shown serious competence. This is the importance of electing learned people to the House. I do not know whether the Senate is operating within the precincts of Parliament or from outside. The PFM Act is very clear that it is only the CS that can publish regulations.   • 21 Jun 2018 in National Assembly: oversees state organs. The Senate oversees revenues allocated to county governments. Then you find one day on TV the Senate summoning NCPB and EACC. Those are State organs that are supposed to be overseen by the National Assembly. The Senate has no mandate in this Constitution to call NLC, EACC, NCPB. Those are State organs under this Constitution. They are not county organs. This matter squarely lies in the Departmental Committee on Trade, Industry and Co-operatives. It is because this is an imported product. It is not sugar that was produced from sugar-cane that was grown in western Kenya, where I come from. It is sugar that has been imported. It is contaminated and it is a counterfeit product.
