The reason is, we are now apparently banning all forms of advertisements and I think we will also be appearing to be discriminative by saying:- "No person shall promote a tobacco product by means of an advertisement that depicts in whole or in part, tobacco products as package or brand element or one that evokes a tobacco product or element."
