  • 26 Jul 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, the Minister's explanation notwithstanding, that particular component on the same Item is not like the previous one which we have dealt with and I think he convincingly explained that it was Appropriations-in-Aid (A-in-A). This particular Item is not an A-in-A. This is because the A-in-A component of this expenditure is listed below and it does not include Kshs130 million. There may be some other explanation to this Kshs130 million and the previous Kshs230 million. Next year and the year after, it will go down to Kshs32 million and Kshs33 million, respectively. view
  • 26 Jul 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I would like to refer to the only Item under Head 755; Item 3111500, Rehabilitation of Civil Works. What civil works are being rehabilitated with Kshs5 million this financial year and another Kshs5 million in the next financial year? Is the Government so broke that it cannot allocate Kshs10 million to the Weights and Measures Department to do the rehabilitation of these civil works once and for all? view
  • 25 Jul 2006 in National Assembly: Mr. Speaker, Sir, the NSSF is a parastatal that falls within the Ministry of Labour and Human Resource Development. In the hon. Member's Question, there is reference to a sum of Kshs8,450,000 which forms part of the statutory deductions to the NSSF and which has not been paid by this company. A further sum of Kshs6,400,000 which is a statutory deduction for the NHIF has also not been paid by this company. What is the Minister doing to ensure that those statutory deductions are recovered? What legal action has he taken? view
  • 25 Jul 2006 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me an opportunity to say one or two things on this Vote. I join my colleagues who have congratulated the Minister, not just for the way that he presented this Ministry's Vote, but for the various achievements that he has made for the last three and a half years that he has been in charge of this Ministry. I wish to start by pointing out the issue of the district joint loans boards. My understanding is that a certain contribution is expected from every local authority in order to gazette such a ... view
  • 25 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, I assume that, that was on a light note. Nevertheless, I welcome the information. With regard to small-scale contractors, up to around 1982 or thereabout, there used to be a National Construction Company, which was a training ground for African entrepreneurs who were interested in the business of construction. As we speak, a lot of emphasis is being put on infrastructural development. I am afraid there is a danger of most of our public resources continuously going into the hands of multinationals or other foreigners who are trading in Kenya. There may be need for the ... view
  • 25 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, there is the area of trade protocols. My take on this is that, although I know the Minister has regularly and quite comprehensively been briefing this House about--- view
  • 25 Jul 2006 in National Assembly: In as much as the Minister has continuously briefed the House, there is need for that kind of information dissemination mechanisms to be expanded, so as to reach the widest spectrum of the Kenyan populace. Mr. Deputy Speaker, Sir, as the Minister for Finance read the Budget here, he made proposals by way of Notice of Motion that several trading licences were going to be abolished. Indeed, I have seen the list. The idea is to make sure that people have definite places where they should go, without having to be told, go for this licence go for the other; ... view

  • 19 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister, in his response to part (a) of the Question, has blamed the delay on the completion of design work. Is he satisfied that the Kshs3 million that has been allocated to that district in the current Printed Estimates is enough to even complete those designs? view
  • 19 Jul 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I think for us to appreciate the spirit of this Motion, we need to consider the part that says: "The Mover is asking the Government to introduce a Bill for an Act of Parliament entitled the Community Housing Re- Investment Bill". The catchword here is "Re-investment". July 19, 2006 PARLIAMENTARY DEBATES 2175 view
