The existing housing schemes and funds which are managed by commercial banks and organizations such as the Housing Finance Company of Kenya (HFCK) are too expensive for low income earners. Indeed, Mr. Temporary Deputy Speaker, Sir, as I was saying, the Parliamentary Service Commission Housing Mortgage Scheme, which is amenable not only to hon. Members but also to all cadres of staff within the Parliamentary Service, is one such example. Within the scheme, the low income earners who are employees of the Commission, have access to cheap financing. Indeed, I think it is Parliament that is now leading by example. Mr. Temporary Deputy Chairman, Sir, on page 545, there is Head 380, Item 2210700, Training Expenses. Last year, the provision for it was Kshs256,250, but this year, the provision is Kshs10,256,250, an increase of Kshs10 million. I just want to get a clarification from the Minister on what these training expenses are all about.

Mr. Temporary Deputy Chairman, Sir, I was saying that I have seen that last year, there was a provision for Kshs1,242,000,000. This year, it has gone up to Kshs2,094,000,000. I just wanted to get a clarification from the Minister because it is showing that it is in the Architectural Department. Is it for buildings countrywide or is it just for the headquarters?

Mr. Temporary Deputy Chairman, Sir, I am querying Head 505 - Purchase of Specialized Plant, Equipment and Machinery, on page 321. Last year, there was a provision for Kshs2,475,000,000. This year, the provision is for Kshs42 million. The Minister talked about some equipment coming from Korea. It is indicated that most of the payments were made last year. Is the Kshs42 million the balance or what is it?

While commending the Minister for the announcement about the equipment that he says his Ministry has purchased, I want to caution that we have been told this story for the last two years. Mr. Temporary Deputy Speaker, Sir, that is very little. I know the total estimates costs. I work very hard! I know the total cost will be in excess of Kshs2 billion. So, when I am saying that I know it has been allocated this paltry sum of Kshs176 million, design work is ready. I also know that. I am saying that the Minister should move next week and advertise and let works on that road commence.
