  • 10 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also want to make the following observations with regard to the Committee. This is one of the most serious Committees set by this House to pick and highlight issues of the youth in the context of unlawful organizations. But I notice the attendance during the Committee meetings was not very encouraging. I am sure the Chairman of the Committee will agree with me on that. For instance, on 6th October, 2009, there were only three Members forming a quorum and a record 12 Members absent from that Committee meeting. Another instance is on 7th ... view
  • 10 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I have a balance of three minutes. I will dwell on the need to emphasis on this Report. They have mentioned about basic education and the relevant Ministry picking up on elevating basic education to Form Four. This is because at Standard Eight, it is really not a good intervention for even joining the national or local polytechnics which are now introducing new curriculum which is testable by the Kenya National Examinations Council. Mr. Temporary Deputy Speaker, Sir, there is need for the Minister for Finance to deal with the issue of family property, so ... view
  • 23 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir. I rise to oppose this amendment. Listening to the contributors on the other side who are supporting this amendment, I see the need for us to be unconventional. I cannot even agree more. view
  • 23 Jun 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for the permission to continue. I was contributing in support of that amendment and oppose it with the same logic; that we need to think outside the box. We need to be unconventional and even unorthodox in order to obtain the required positive results. My Ministry, for instance, is expecting very little amount of money out of the 50 per cent that is required here. Part of the focus of the Ministry of Youth Affairs and Sports is to staff the nearly 1,000 youth polytechnics constructed by Members of Parliament and their constituents ... view
  • 23 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, on the question of the youth and entrepreneurship, it may clear some discomfort for us to succeed in an amendment that can delay disbursement of some amount of money, but the constituency of the youth is hugely impatient. It is heavily restless. They need to be mainstreamed. For that simple reason, we need to do that which is necessary for us to release the over Kshs3 billion for the Small and Medium Size Enterprises (SMEs) so that the youth can be part of the change that we need. If there is a time that that ... view
  • 23 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, in conclusion, we need instant coffee. That instant coffee during this cold, for the young people is unconventional thinking that will bring desired quick results for them. I oppose. view
  • 22 Jun 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to support this Bill. First, I would like to acknowledge the efforts of hon. Millie Odhiambo. Going by the record, for the two and a half years she has been in this House, she has made us greatly appreciate worthiness of nominating individuals who can add value to the legislative agenda of this House. I have worked closely with hon. Odhiambo, the Mover of this Motion, and I can attest that she is very diligent and serious. She has the kind of commitment that you find in the organized civil society ... view
  • 22 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this Bill is in pursuit of programmes that I know the Mover has had opportunity to work for while outside and, therefore, penetrating to the august House. To legislate on this matter is to enhance the capacity out there. view
  • 22 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, in Part IV of this Bill, there is established an Advisory Committee to carry out the mandate of advising and ensuring its implementation. This is okay, but it is very heavy on the part of Government. I have talked to the Mover and I am hoping that at the sunset of this Motion, she will consider bringing some changes. This is because like it has been said by those who have spoken before, having eight Permanent Secretaries is not right when we are looking forward to a lean Government. Also having almost every department from ... view
  • 22 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, also on the Fund to be established by this Bill which has a Secretary, a person with financial management skills and one person conversant with issues related to trafficking in persons, I am also hoping that this should be looked into because we need to be generic. We also need to qualify better. view
