  • 17 Dec 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I support this Motion. This process goes a long way to carrying our nascent democracy and the role that the legislature has been accorded in vetting these appointments. Whatever methodologies we use and the details that are taken, it all ends up with the fact that we, as the elected representatives of the people, have been accorded that opportunity, which is our obligation under the Constitution, to process and approve these appointments. Therefore, the collectivity of the House is binding. Reservations or approvals are accepted because it is the nature of our diversity. The ... view
  • 17 Dec 2015 in National Assembly: Secondly, it is important to note that, increasingly, we are also helping this country raise the threshold on leadership expectations. I sat in some of the Committees and saw how the nominees took time to research, reflect and put their things in order. That is a step that is happening under this new dispensation and is something to celebrate. I wish all these nominees well. Many people are thinking twice before accepting State appointments because of the rising expectations caused by the oversight of Parliament and common citizens. We should all acknowledge that it is a major step forward. I ... view

  • 3 Dec 2015 in National Assembly: I am rising under Standing Order No.95. Seeing the mood of the House, and given that this matter has been covered significantly, is it in order for me to ask that the Mover be requested to reply? view
  • 24 Nov 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Motion. I celebrate the fact that the Government of Kenya, under President Uhuru Kenyatta, in conjunction with the total leadership of this country, is setting aside our time in order to welcome a global religious leader of special repute. Lessons to be learnt include celebrated humility of the Pope. These are good times when we should insist on the values enshrined in the Constitution, whose preamble is also about the Supreme Being; God. While we support this, it is also important for us to reiterate that, as a nation, ... view
  • 24 Nov 2015 in National Assembly: to do what is good. Our earthly works should be guided by supplication and worship to the Almighty. We have said many times before that drug abuse, terrorism and graft are a threat to national security and peace. His Excellency the President has said the same. Let us stand as one people and support the President. As we go to worship with the Pope, let us commit ourselves to zero tolerance to graft, terrorism and drug trafficking. That is why we are saying: “ BoreshaKatiba wakati Pope ako nchini.” view
  • 30 Sep 2015 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. First I would like to congratulate Madam Cecilia Ngetich for this initiative. She has been with us and invited us to her caucusing and networking with the academia and professionals in this sector. Therefore, bringing this Bill here was as a result of very comprehensive and detailed consultations, consensus building and putting the status of the sector into consideration. It is clearly suited to Vision 2030, which we sometimes seem to bury because of the new constitutional dispensation, which has raised issues of development, including devolution as flagships across the board, besides ... view
  • 30 Sep 2015 in National Assembly: As we do that, we should ask: Do we need to address the question of youth polytechnics and vocational training centres and technical institutes which are now almost decaying in the counties because they have not been focused properly? This move will lead us to a--- view
  • 20 Aug 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker and Hon. Washiali for the donation. This is one of the evidence that emerge to show the importance of people working as national leaders devoid of the grandstanding that we normally see. We waste so much time in this country grandstanding particularly between the Senate and the National Assembly. The fact that our Committee worked through the initiative of Hon. Chris Wamalwa with the Senate to mediate and bring a Bill that is synergized and is in agreement in order to help our farmers, should be an indicator of the direction we should continue ... view
