• 3 Dec 2015 in National Assembly: The issue that was canvassed by the Member for Samburu West was that the Member for Samburu North was dressed in open sandals. The issue was whether a member in open sandals is properly dressed while in the Chamber. The Member for Samburu North, in his defence stated on HANSARD that he is unwell. Following the doctor’s prescription which is on the fact that he has an injury, he is unable to wear normal shoes that cover his entire feet. This issue has been covered before in various Parliaments. I have in mind, for example, a decision by Speaker Hon. ole Kaparo as he then was. He was discussing the issue of whether Hon.
