13 May 2021 in National Assembly:
You know, Hon. Speaker, when we came to this House to represent our people and when we joined this National Assembly to lead this country, our reputation is at stake. This Member has been asked very specific questions. He should know that we are here as jurors, because these proceedings have turned a little. It is appearage proceedings in which one of us is misbehaving or is accused of unethical conduct. For him to take the stage and address Murang’a people and we give him airtime is even exacerbating this issue and putting our reputation at risk. I do not ...

thinks he wants to abuse us, some of us have more English than him to use in abusing him. He cannot think that he has the command of language, or that Murang’a is any better than Ruaraka. After all, he will pass through Ruaraka as he goes to Murang’a everyday. The Member for Garissa Town must give me time to say what I must to say. This is not a small matter to turn into things to do with politics out there. Some of us do not care. What we care about here is our reputation. People think that we ...

Thank you, Hon. Speaker. I appreciate the point of order that has been brought forward by the Chairperson of that Committee. It is not my place to say because I can see the Hon. Deputy Speaker is in the House. However, I will say it because on behalf of the Rules and Procedure Committee, I need to let the Member know that this is an issue which we have exercised our minds on for a very long time. These are questions to do with petitions generally which would fulfill Article 119 of the Constitution. Hon. Speaker, let me also tell ...

the Standing Orders that in the process of time, were it not for the disruption of the COVID-19, it would have been before the House for First Reading. So, this Committee is chaired by the Speaker himself. Your Committee is on top of this matter and very soon, there will be legislations that will be proposed specifically to deal with the question of Section 34 and how Kenyans can approach the Assembly for petitions under Article 119 and for other legislative purposes. I thank you, Hon. Speaker.

Thank you, Hon. Speaker. As a point of order, I want to state that we are moving in a good direction. We are handling issues that are in people’s minds before we debate the Bill. I want to plead with you to collect information from those who want to raise constitutional issues and then come to those who want to respond to the issues raised. When you make a ruling, it will be guided by the submissions of these people who are raising constitutional issues and some of us who have responded to the points that they have brought. The ...

Hon. Speaker, when you hear a nominated Member speak the way he has done, you want to see whether he is speaking things which, when you look at them 10 years from now you will want to feel the weight of them. However, he is saying that you are the one who will decide. He should know that you do not have a vote in this matter. It is, we, the Members of this House, who will make a decision.

Secondly, of course, my senior, Hon. Olago, has now put us back to the rail. I was getting very worried when I heard all these things being mentioned. I was about to think that this Committee changed their position and became the promoters of this Bill. Listening from Hon. Olago, I see where we are. I think they deserve some time. They deserve the two weeks that Hon. Olago has asked for. I get worried at times when I hear Members speak as though they are not Members of this House. Some Members come here and say that we are ...
