If you look at Clause 11(2), you will appreciate that under item (ii), it provides for NGO concerned with the welfare of victims of domestic violence, or a relative or neighbour. What this means is that the bracket is closed. It can only be the people who have been listed down. The Chair seeks to open it up to provide for “any other person”. The Member for Seme has a problem with “leave of court” but he should view courts as friends of children. ... view
