That is all right, but I think what the Member was talking about is that this legislation seems to give superiority over the terms of the treaties as far as the Act is concerned. It is true, hon. Member for Ndhiwa, that those treaties form part of Kenyan law by virtue of the Constitution. However, hon. Wakhungu is wondering why then should the terms of those treaties prevail when they conflict with this law?

All right. I follow. You are asking the Speaker to rule on whether that was misleading the House. It is not. It is an issue of debate and one is able to construe it depending on how one views the understanding of that section of law. The hon. Member for Nakuru Town East.
