The issue you are raising is that the Chair of Committee, in the order of precedence, should be allowed to contribute to the Bill, but you may have not seen the third resolution. This is the resolution that the House has made in respect of this particular discussion that we are having; the House in its wisdom did not put the Chair of the relevant Committee. You may want to pursue the second resolution, but what we are using is the third resolution. I want to call upon the Mover to reply.
