  • 31 Mar 2022 in National Assembly: It is an important Bill for Members. Everybody has said that election legislation should not come in the middle of an election cycle. It is not wise. However, as we can see, it is here. The problem of making a legislation is that Government Bills emanate from the Cabinet through the Attorney-General. This is where there is a disconnect. The text that the Committee has come up with is, so far, the cleanest and safest that there has been in the history of electoral practices in Kenya. The Bill is very raw.   • 31 Mar 2022 in National Assembly: There are only four objectives in this Bill which have been adverted to very well by Hon. Kimunya. He has done a lot of full disclosure. He said everything that needed to be said the way it is in the Bill. Let me just summarise them in four subsets. One, the Bill deals with transmission of results, which is in Section 39 of the parent Act. It was declared unconstitutional by the courts.
