Commencement date can be on assent, but it can also be prescribed by legislation or by gazette. That is the kind of contribution we want from the Chairman of the Committee so that we know we are dealing with the President’s assent. That way, we can decide on the five years from the date of President’s assent. view

He can consult with the Clerks so that commencement is pronounced upon and that we say upon assent. view

When you say, “Kshs5 million or in the case of a natural person, to imprisonment for a term not exceeding two years…” What has messed it up is the other words “or to both.” What it means is that Kshs5 million was for non- natural person.
