Just before we vote, I want Members to know what they are voting for. I want to refer you to the Value Added Tax Act, Section 5, which states that the rate of taxation shall be zero per cent or 16 per cent. A voice vote was called and the Chair pronounced herself very clearly that, “The Noes have it.” When we began, the Chair had satisfied herself that we were more than 232 in the House. We understand what you have done, but the way you have drafted your law will not do what you want to achieve. In sub- section 1, you very well say that Central Bank may prescribe. The way you have done it, the understanding is that if they do not do it within 30 days, they will not do those regulations at all. Something called limitation of actions has nothing to do with minors. It has everything to do with the period that the action is alive. Minors have somebody called guardian ad litem (GAL).
