Kanga’ta, will you consider if a specific mandate has been given, for example, to higher education centres or institutions particularly we have in mind here the universities that are offering training in journalism? This is because we do not want to give another function which has already been given by legislation or that contradicts. So, if you find that they are contradictory you perhaps may propose another wording which does not conflict or which is not superfluous with what has already been given to an institution. Hon. We know that there is already a function, for example, higher education. Those are Acts of Parliaments and they are already accrediting their own things internally, so we do not want confusion. If you want yours here, fair enough, you have that right, but can you say words like “subject to any other written law,” so that you do not interfere with laws that you have set? view
