  • 30 Jul 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, gorogoro is the two kilogrammes tin that we use to measure maize before we can go to the posho mill. I do not know any other unit of measuring maize flour other than that used where I come from. So, that costs Kshs90. A kilo of sugar is Kshs120. Cooking fat, that is if you are privileged to get one kilogramme which we do not get; we always measure something in portions at Kshs120. Bread is Kshs45. Milk is Kshs40. When I put together the cost of these items that the ordinary and reasonable woman ... view
  • 30 Jul 2013 in National Assembly: This is one Bill which I think we would have discussed with the Upper House instead of with Members who are excited about procedural issues that we are discussing. This is the heart of the matter. I will tell the Chairman of this Committee as the Member for Ruaraka that I am ready to support his Value Added Tax (VAT) Bill only if he gives me a Bill that does not contain offensive issues like the ones I can see. What is so difficult about withdrawing the Bill, publishing a better one and bringing it before us? If he does ... view
  • 30 Jul 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, unless those issues are rectified, and unless we are sensitive to those of us who make life comfortable in this city, I am sorry. I am unable to support this Bill the way it is. view
  • 30 Jul 2013 in National Assembly: On a point of information, hon. Temporary Deputy Speaker, Sir. I do not want to interrupt my learned senior sister but I want her to start learning that I am a Member for Ruaraka and not Kasarani Constituency. view
  • 25 Jul 2013 in National Assembly: Hon. Deputy Speaker, part of the problem we have run into as a House and that is the reason I suspect there are many people who want to ventilate on this matter is because the fund has been structured by way of a manual or a circular. A lot of things have been said. However, looking at Article 206(2), it states that money may be withdrawn from the Consolidated Fund only (a) in accordance with an appropriation by an Act of Parliament; or (b) in accordance with Article 222 which is Vote on Account or 223 which is Supplementary; and ... view
  • 25 Jul 2013 in National Assembly: That may be so and I respect it. The only issue I am saying is this: For an amount of money of this magnitude so that you can see the divergence of opinions that have been raised on how to manage and structure the funds, it is useful that there is an Act of Parliament which is a one-off Act of Parliament. An Act of Parliament becomes the crystallization of all these issues and we come to an agreement whether this thing should be controlled and in what manner it should be controlled. If it was brought, hon. Members would ... view
  • 25 Jul 2013 in National Assembly: Order, Hon. Members! I refer you to Standing Order No.44(2)(a) which says:- view
  • 25 Jul 2013 in National Assembly: “A member of the House Business Committee designated by the Committee for that purpose shall, every Thursday or on the last Sitting day, for not more than ten minutes, present and lay on the Table a statement informing the House of the business coming before the House in the following week”. view
  • 25 Jul 2013 in National Assembly: Hon. Members, you can see that this Standing Order is a mandatory requirement. So, I will allow the Leader of the Majority Party to do that in just a few minutes before we can go on. view
  • 25 Jul 2013 in National Assembly: Can we deal with one order before we come to yours? Is yours related to this order so that we can handle them at the same time? view
