However, my concern is that this project has already taken more than six months before the Kenya Railways could give an approval on the safety reserve. My other concern is that once a contractor is delayed, the cost of the project starts going up, because he has employed professionals whom he is paying salaries, despite not doing any work.   • 23 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, this road is causing a lot of inconvenience to Nakuru Town constituents. Also, because it is a major highway, it is causing a lot of delays, hence, of course, affecting the economy. Could the Minister undertake, using his good office, to take up this matter urgently, so as to prevent the costs going up due to delays and also to assist the contractor to avoid the long bureaucratic process involved in Government, and approve the designs as soon as possible? I would like him to clarify one point: These are staff who work for the Rift Valley Provincial General Hospital. Before the Ministry embarks on having these individual meters put in the staff quarters, it should ensure that the water and electricity bills are taken care of.   • 16 May 2007 in National Assembly: Mr. Speaker, Sir, could the Assistant Minister undertake to increase the allowances paid to the staff members because they have not had any salary increments for years? If the staff are going to start paying water and electricity bills, could this be reflected in the allowances that they get paid monthly because this is an additional cost to staff members who are already constrained by the low salaries that they get from this Government? view

  • 16 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has stated that market vendors are expected to pay Kshs20 daily. The Municipal Council of Nakuru decided that, instead of the vendors paying a daily fee, they pay a flat fee of Kshs300 every month. The council decided that if the vendors failed to pay that fee by 10th of each month, they would pay double the amount as a penalty. We know that the incidents of violence that have rocked the country, starting with that in Mount Elgon District, are politically-motivated.
