  • 4 Jul 2007 in National Assembly: asked the Minister for Health:- 2212 PARLIAMENTARY DEBATES July 4, 2007 (a) why it takes over one year to release the results of graduands of Kenya Medical Training College; and, (b) what the Ministry is doing to speed up the release of the results so that graduands can seek employment. view
  • 4 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to thank the Assistant Minister for the answer. The problem with the Kenya Medical Training College is that they are withholding results of some graduands from my constituency. That is the reason why I raised this Question. If the results are withheld by the institution for more than 12 months these students are not able to do anything. They are not productive. Some of them are the ones who are joining criminal gangs like the Mungiki sect and causing problems in this country. Could the Assistant Minister undertake to tell me the reason ... view
  • 4 Jul 2007 in National Assembly: Fine, Mr. Temporary Deputy Speaker, Sir. I do not have any further question. view
  • 20 Jun 2007 in National Assembly: Mr. Deputy Speaker, Sir, I know the big question in the matter of identity cards - I believe it affects the whole country - is that once you apply for an identity card and your parents are not from the area from where you applied, you can only receive it from the area where your parents originally resided. Why can the Ministry not undertake to speed up this process by perhaps computerising the registration so that it is easier? I believe that, as leaders, we are ready to assist our people by trying to reach them through churches and other ... view
  • 20 Jun 2007 in National Assembly: Mr. Deputy Speaker, Sir, we have a problem with contractors in this country who are given contracts to repair our roads. Now that this road has already started getting potholed, just a year after construction, in terms of the contract agreement, do they have any sections that state that a road that is going to be fixed has a guarantee of a minimum of a certain period of time, so that if that road does not last for that period of time, the contractor is held liable for any repairs or if he is not able to do that, then ... view
  • 19 Jun 2007 in National Assembly: asked the Minister for Finance:- (a) whether he could table the audit reports of the Controller and Auditor-General for Nairobi City Council, Mombasa, Kisumu, Nakuru and Eldoret Municipal Councils since Financial Year 2003/2004; and, (b) whether he could state whether or not the provisions of the Public Audit Act, 2003, Sections 21 to 28 are being complied with as relates to the councils in "a" above. view
  • 19 Jun 2007 in National Assembly: Mr. Speaker, Sir, I want to appreciate the answer by the Assistant Minister. My issue is that we are spending billions of shillings every year as the Local Authorities Transfer Fund (LATF). I believe this financial year we are slated to give the local authorities approximately Kshs8 billion. The Act is very clear that the local authorities have to submit audited reports six months after the end of each financial year. Could he admit that the Controller and Auditor-General does not have the capacity to audit these institutions countrywide? What are they doing to improve the capacity of the Office ... view
  • 23 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, I am concerned by the answer given by the Assistant Minister with regard to part "b" of the Question. The hon. Member for Molo Constituency wanted to know the plans that the Government has to resettle the clash victims. There is no way he can say that identifying the families or the victims is not part of the plan. Could he say whether they have identified the families? If they have done so, could he tell us how many they are? Could he also confirm whether the land is enough to settle all the victims of ... view
  • 23 May 2007 in National Assembly: asked the Minister for Transport:- (a) what is causing the delay in approving design plans by Rift Valley Railways for the construction of the dual carriageway from Stem to Njoro Junction in Nakuru Town; and, (b) what action the Ministry is taking to speed up the approval so that the contractor can continue with the road construction work as scheduled. view
