Thank you, Hon. Temporary Deputy Chairlady. I support the issue of the Environmental Protection Bond. However, the Cabinet Secretary, in consultation with the KFS Board, should determine the amount of money to be paid as the Environmental Protection Bond. Instead of leaving this to one person, the Cabinet Secretary, in consultation with the KFS Board, can determine the amount to be paid as the Environmental Protection Bond.

Hon. Temporary Deputy Speaker, I had the same expressions because this is a very sad day for this House. We are degazetting public land on the Floor of the House. Therefore, mine is just a comment that we really need to rethink even the forest land in Bangali. As a Committee, we did not even recommend degazettement of that forest. Thank you, Hon. Temporary Deputy Chairman for this opportunity. I support the amendments by the Committee especially the amendment to Clause 9(1)(a). We need a person who is well qualified to head this institution. Therefore, having somebody who is worthy of appointment as a judge of the High Court is a worthy amendment. Those who are not in the legal practice sometimes fail to understand who really qualifies to be appointed as a judge of the High Court. The other issue I want to mention is about the fertilisers that we import, especially for tea farmers. The people who supply the fertilisers give us 46 kilogrammes instead of 50 kilogrammes. In that aspect, they should also check on the quantity of the fertilisers and other farm inputs that are supplied to farmers.

Members that Kenya, as a country, is almost getting the Climate Change Bill. In Africa, there is no other country, which has come this far on issues of climate change. Thank you, Hon. Temporary Deputy Chairman. I support this amendment because if the President is the Chairman of the National Climate Change Council, and because of the enormous work that he does, in case he is not available, it is important that the Deputy President becomes the Vice Chair. This will ensure that the work of the council will go on. The issue of climate change should be anchored in the presidency because it is now becoming “a do or die” issue in as far as matters of climate change are concerned.

Thank you, Hon. Temporary Deputy Chairman. My concern is what Hon. Wamalwa has stated. This is informed by Clause 3 because according to this amendment, the County Education Board is supposed to handle youth polytechnics and primary schools. Is it that we are now taking the responsibility of the county government through this amendment or the Bill? It should be re-looked at. It is unconstitutional to pass such an amendment in Clause 3 because the national Government is not bothered with youth polytechnics. It is the work of the county governments.
