(Dr.) Khalwale is raising the issue of whether or not the Bill can be said to be a Bill brought under Article 255 of the Constitution, specifically on the sovereignty of the people. • 10 Feb 2016 in Senate: Order, Sen. Muthama! I hear you, but you came in the middle of the debate. There is an issue that was raised by Sen. (Dr.) Khalwale on whether or not this Bill is properly before the House and whether or not it should be subjected to a referendum. According to him, it falls under Article 255 of the Constitution. That is what we are debating right now. We are not debating the generality of the Bill. I hope we are reading from the same script. view
