The word “may”, in my considered opinion, has to do with allowing him to come. That is my understanding. However, regarding consultation, under Standing Order No. 25(1), it is mandatory. In my view, that word “may” has nothing to do with the consultation. It has to do with allowing the dignitary to come. view
