  • 23 Jul 2013 in Senate: Hon. Senators, we say many things and I know it is the right of every Senator to make a point of order if he or she wishes to do so. So, I will not stop you from doing so, but at the same time, it is imperative that we take into account the seriousness of the debate that is in front of us and the purpose for which we are Senators. So, the only thing that I would request is that as much as possible, taking into account our Standing Orders and how much leverage they allow us, let us ... view

  • 23 Jul 2013 in Senate: Hon. Senators, it appears as if debate has been exhausted. Therefore, I will ask the Mover to reply. view
  • 23 Jul 2013 in Senate: Sen. (Prof) Lesan, I think we went through this matter more than once when the Bill was being moved. At that point, the Mover of the Motion indicated what he was moving. We expect to have amendments at the Committee Stage which is in tandem with the Bill we are dealing with now. I do not know whether that satisfies your point of order. view

So, we will just proceed to put the Question at the appropriate time. Regarding the request coming from Sen. Lonyangapuo who has ... view

  • 23 Jul 2013 in Senate: Thank you. Sen. Mong’are, before you second, give me one minute. Hon. Senators, you notice that I have been sitting here continuously, which is unusual. It is good to inform you that the Speaker is out of jurisdiction for now for a short time. Both panelists are similarly out of jurisdiction also on other official duties. So, in their absence, therefore, I can only sit here alone. But in consultation with the Constitution and other legislation, if you refer to Standing Order No.18, it says that:- “The Speaker shall preside at any sitting of the Senate but in the absence ... view
  • 23 Jul 2013 in Senate: I have made it clear that whoever it is that is elected will sit here for 20 or 30 minutes while I am away. I am just trying to follow the Constitution as much as possible, but he or she shall have the full right to throw you out of the House should the need arise. By “you” I mean the Members present; I am not talking about Sen. (Dr.) Khalwale. view
