As you are aware, this Motion is supposed to go for three hours, but we have an amendment in place. Again, as you are aware we have to vote on the amendment first before we conclude the main Motion. So, I am constrained by time and I have to put the Question. Hon. Senators, as you recall at the commencement of this debate the Speaker made a ruling that this is a Motion that affects counties. Sen. G.G. Kariuki, you have been in this House for a very long time. If a Member is not present so as to vote, you cannot give the power of an attorney to vote. The best you can do is to designate somebody to vote on your behalf. I think this has now become clearer. Some votes were lost because no designations were made as to who could vote in a delegation. If you are not in this House, you cannot vote and you have no vote. You cannot also give the power of attorney so that anybody votes on ...
