  • 15 May 2013 in Senate: Hon. Members, the Teller for the Ayes will be Sen. Ongoro while the Teller for the Noes will be Sen. Sang. The Senior Deputy Clerk will proceed to call out the names in the presence of the tellers. • 15 May 2013 in Senate: Order, hon. Senators! The Senate is still in session. Please, consult quietly. Sen. Moi and Sen. Sang, order! Proceed, Sen. Musila. view
  • 15 May 2013 in Senate: Hon. Senators, it is quite obvious that the Motion is now exhausted and no other Senator appears keen to contribute. It is, therefore, time to adjourn the business of today. The Senate, therefore, stands adjourned to tomorrow, Thursday, 16th May, 2013, at 2.30 p.m. The Senate rose at 5.00 p.m. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 8 May 2013 in Senate: Mr. Speaker, Sir, we are being taken back to the same arguments that we went through today. You have ruled that Standing Order No.178 does not require any interpretation. Therefore, if my learned friend, Sen. Wetangula, has an issue with Sen. Elachi being in that Committee, that is a different issue and has no annexure to the fact that Sen. (Dr.) Khalwale has been discharged. Sen. (Dr.) Khalwale is no longer a member of that Committee. The sooner we realize that, the better. Therefore, the only issue outstanding now is whether or not the Senator for Tana River and nominated ... view
  • 8 May 2013 in Senate: Thank you, Mr. Deputy Speaker, Sir. I have listened to the arguments that have been propounded by the Senate Majority Leader and for those reasons, I wish to second the Motion. It is imperative, Mr. Deputy Speaker, Sir, that party heads in a coalition must respect the position of a party. If a Member who has been appointed into a Committee by a party or a coalition of parties does not agree to toe the line or agree with the policies of the party, then I believe that, not just in tradition, but also in the procedures and the rules ... view
  • 8 May 2013 in Senate: Mr. Speaker, Sir, I think we need to have some clarity here. My colleague, Sen. Orengo, my senior in the profession, gave a specific application in the first instance about adjourning this Motion. I would like to understand whether we are now discussing about adjourning the House to attend a church service. This is important - I want to attend the service – Sen. Kilonzo was a very close friend of mine and a senior colleague. I would like to attend the funeral service. However, the question that you must, with respect, address is whether or not you are adjourning ... view

  • 8 May 2013 in Senate: Hon. Senators, you appreciate that we have to end this debate in the next 15 minutes. You can see that there is still a lot of interest in it. You know that it is a debate which we do not have to put a Question at the end. So, if you agree, we may have to reduce the time that each of you has to speak. Otherwise, only three of you are going to speak, but I can see almost seven of you on your feet. I think we are going to limit this to two minutes, so that everybody ... view
