This is a substantive issue. You need to rule him completely out of order. Does it mean that if he does not receive the one for his county, he cannot give an explanation as to why they are delaying a very simple and straight forward matter? view

I am the substantive Chairperson of the County Public Accounts and Investments Committee (CPAIC). Letters were done immediately without consulting my party, FORD-Kenya. For people to purport that I am de-whipped, without whipping, is misleading the nation. As you make your ruling, let it be known that parliamentary procedures and democracies must be followed, instead of just following self interests.
