On a point of order, Mr. Temporary Speaker. Sir. The Committee Chair is speaking as if he is the CS. The Senator who asked for the question is not satisfied. He has told us about policy issues at the Ministry. Many donors in this country are interested to conserve our wildlife. Ours was to request the Committee Chair to sermon the CS here to explain those policy issues. We can then advise him on where to get the money. Is he in order to start explaining policy issues from the Ministry to us?

Madam Temporary Speaker, I am worried when the Chairman, who is a renowned financial expert tells his House that the Controller of Budget cannot tell us what the money was budgeted for. I, therefore, concur with the sentiments of my colleagues that he needs to go back and bring a comprehensive report, because this is a matter of national importance.

Mr. Speaker, Sir, mine is to comment on the petition from Laikipia County. When I was serving in ICT and the Committee on Education, we visited Laikipia County. The Governor of Laikipia and his Executive Committee Member (CEC) in charge of education looked very ambitious. They took us to places and there was a lot of preparedness. Mr. Speaker, Sir, this is a time bomb for the nation. All leaders must rise and engage. In Nyamira, there are over 10,000 integrated IDPs who left behind their property. They were given a meagre Kshs10,000. I, therefore, support the proposal by the Deputy Speaker that we stand down this response then we interrogate it extensively. This matter affects the nation of Kenya.

Mr. Speaker, Sir, what I have heard from the chairperson is one hollow answer. As an expert in this area, having coached athletes for over 15 years, what I have heard the Chairperson say is about plans. The International Association of Athletics Federations ( IAAF) gave regulations over three years ago. In this response, I have heard nothing about these plans. From the last one on security agencies, they do not exist.
