I listened very carefully to the Senate Majority Leader when he was elaborating on this Bill and I heard most of the legal issues that he raised. This country, as most Senators have mentioned in this House, has had laws since Independence. The biggest problem has been the selfishness of the people who are charged with the responsibility of protecting the environment.
