Mr. Speaker, Sir, how does the Minister reconcile the answers that he has 3864 PARLIAMENTARY DEBATES November 22, 2006 so far given, that he has resolved the problem in football by dissolving the KFF when, in fact, Kenya still remains suspended by FIFA from participating in international football tournaments? It is now in the public domain that the court has issued injunctive orders reinstating in effect the KFF which the Minister purports to have dissolved.

Mr. Temporary Deputy Chairman, Sir, I have heard the Minister. But our position is this, much as we would like to see political parties supported, we want this support to come when the playing ground is level. Mr. Temporary Deputy Chairman, Sir, lthe answer to this is to bring the Political Parties Bill here, so that we can debate this matter exhaustively and properly legislate on it. The answer is not to sneak in provisions like this Clause 20(a)(y). So, for that reason I support the amendment by hon. Omingo.

Mr. Deputy Speaker, Sir, is it in order for the Assistant Minister to avoid answering questions which have been asked and leave uncertainties throughout his answers when his duty is to answer questions? For example, the Assistant Minister was asked why the Government deported the Artur brothers to Dubai. He gave three possibilities which are largely theoretical. He said that a person is deported to either the country where he originated from, where he is ordinarily domiciled or the country that he asks to be deported to, to be safe. Could the Assistant Minister be specific on why they deported ...

Taking into account the Assistant Minister's 3426 PARLIAMENTARY DEBATES November 7, 2006 answer, that there is need to harmonize, and taking into account the fact that insecurity is so prevalent in the country that every teacher is at risk of dying and there is shortage of food all over the country, could the Assistant Minister consider suspending the application of this criteria and pay hardship allowance to all teachers all over the country?
