  • 17 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, what is happening with Kenya Railways Corporation is, indeed, a very sad spectacle. If this Government has any conscience, then, obviously, it ought to put in place measures that will reverse the current situation urgently. As we speak now, if you look at the premises of the Kenya Railways Corporation, they are so forlorn. The rolling stock is also wasting away. What urgent measures is this Government taking to begin the recovery of the operations of the Kenya Railways Corporation? view
  • 11 Apr 2007 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. You have heard hon. Wetangula state firmly that there are fraudsters sitting on both sides of this House. I do know that I am not a fraudster. Could he substantiate that claim? 516 PARLIAMENTARY DEBATES April 11, 2007 view
  • 5 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, one of the factors that can go a long way in improving motivation and performance of police officers is the aspect of promotion. What measures is the Assistant Minister taking to ensure that promotion of police officers is on merit, so as to avoid the prevailing situation where junior officers overtake long serving officers, and officers who are promoted are sourced from other forces outside the police, including the armed forces? view

  • 4 Apr 2007 in National Assembly: Mr. Speaker, Sir, the Assistant Minister's answer is a hotchpot of a number of things and, therefore, is unsatisfactory. Could he be categorical and say that the Government will rehabilitate this project and if so, how much money does he intend to factor in the Budget for that purpose? view
  • 4 Apr 2007 in National Assembly: Mr. Speaker, Sir, I am happy that the Ministry intends to spend Kshs11 million to rehabilitate this project. • 29 Mar 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to contribute to this matter before the House. Despite talking from where I am, I wish to begin by commending a few areas that I isolate for compliment in the Presidential Speech. The first of this is the emphasis in the Speech that there is a determined bid on the part of the Government to allocate resources to the rural areas. Indeed, this has been witnessed by the establishment and implementation of the CDF. We have also seen more resources allocated to District Roads Committees. We have seen ... view
  • 29 Mar 2007 in National Assembly: We cannot be talking about the economy growing and so the welfare of Kenyans improving when this Government at its taking over the reigns of power, the price of a kilo of sugar, for example, was Kshs40. Today, the price of sugar is in excess of Kshs100 per kilo. So, where is this growth? Mr. Temporary Deputy Speaker, Sir, as we talk about growth, the poverty level in this country still remains fixed at 57 per cent. So, what growth are we talking about if the poverty level in this nation has not changed? As we talk about growth in ... view
  • 29 Mar 2007 in National Assembly: The surest way to address this would be to ensure that those disparities are addressed. Mr. Temporary Deputy Speaker, Sir, there is an area also on which there must be censor against the Government. Indeed, I was part of that NARC dream. I was elected on a NARC ticket and I still serve in this Parliament as an hon. Member on a NARC ticket. We promised, among many other things, that the era of roadside directives is over. Today, this practice is re-emerging. It is actually coming to the fore once again. Even as we get nearer to the elections, ... view
  • 29 Mar 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, with respect to my friend, Eng. Toro, I think that was a bid to waste my time so that I do not articulate those issues that are pertinent. Mr. Temporary Deputy Speaker, Sir, we know that, not too long ago at a public forum, His Excellency the President declared, when he knows very well that this cannot be done out of a Presidential pronouncement or directive at a public meeting, that this country will henceforth ensure that 30 per cent of all positions in employment in the public service will be given to women.
