Mr. Speaker, Sir, as we look to the future, our hopes are aligned with the objectives of the Commission on the Status of Women. We aspire to achieve gender equality and the empowerment of all women and girls, recognizing that their contributions are indispensable to the development and prosperity of our nation. It is our collective responsibility to ensure that women's rights are protected, their voices are heard and their achievements are celebrated. On this International Day of Women, let us recommit ourselves to breaking down the barriers that hinder the progress of women, to supporting initiatives that uplift and ...

Thank you, Mr. Speaker, Sir. I want to support the Report of the Committee on County Public Investments and Special Funds (CPIC) where I sit. It is very sad how the issue of pensions is handled. Many people have died without receiving their dues. It is unfortunate that Nairobi City County and Mombasa County have the highest pension debt according to the data submitted. The interest charged by the Local Authorities Provident Fund (LAPFUND) and Local Authorities Pension Trust (LAPTRUST) has led to the growth of these penalties. So, it is unfortunate that counties have failed to settle due to ...

Thank you, Mr. Speaker, Sir. My Statement is on an issue of general topical concern, on delays in the processing of Bills. Mr. Speaker, Sir, I rise Pursuant to Standing Order No. 52 (1), to make a Statement on a matter of general topical concern, drawing the attention of this honourable House to the persistent challenges faced in the legislative process, particularly, regarding the delays encountered during the processes of Bills at pre-publication scrutiny by the relevant Committee and during the concurrence phase between the two Speakers on whether a Bill concerns counties. Mr. Speaker, Sir, the protracted delays and bottlenecks in the legislative process hinder our ability, as Senators, to fulfil our mandate of representing interests of our constituents effectively. It also undermines the credibility and efficiency of the Senate, as an institution entrusted with the responsibility of law making and oversight. Therefore, I urge this honourable House to consider measures to address these challenges and streamline the legislative process. This may include – (1) Reviewing and strengthening the Standing Orders to ensure timely consideration and processing of legislative proposals at each stage of the legislative process. (2) Enhancing accountability mechanisms to ...

Thank you, Madam Temporary Speaker, for giving me this opportunity. First, I would like to commend the job well done by the NADCO team. Yesterday, the Senate Majority Leader, Sen. Cheruiyot, was very eloquent and quite sober in his brief. I commend them for the job well done. I know it was not an easy job and they were dedicated to this course. Madam Temporary Speaker, when I saw the technical team with Professor Adams and Zein, I knew their report was going to be a good report. Yes, I believe it is a good report. Madam Temporary Speaker, much ...

The presence of an official opposition party in Parliament strengthen the legislative oversight. I commend them for having recognized the opposition party and to ensure that at least there would be accountability and transparency in the governance. The last and not least is the bottleneck on the two-thirds gender rule. Azimio la Umoja-One Kenya Coalition as a party support the two-third majority 101 per cent. The issue here was the taskforce that was formed by the Ministry of Public Service, Youth and Gender Affairs, which was in force. Therefore, we should direct our guns to the taskforce. We need to ...

Madam Temporary Speaker, I would be glad for Sen. Orwoba to substantiate and give us that report. I will withdraw if that is the truth. However, what I know for sure is that the taskforce has not submitted their report. I have asked the Senate Majority Leader, Sen. Cheruiyot, and he confirmed that the taskforce has not yet submitted their report. Sen. Owoba, I am not just saying it for the sake of it. I am not shouting for the sake of shouting.
