A committee was appointed under the supervision of the Government, whose treasurer was the District Commissioner (DC), Machakos, Mr. Benson Kaaria. It collected money from the local people. The chairman and secretary were the two Members of Parliament of the area. The money collected for the purchase was then banked at the Kenya Commercial Bank (KCB) under the name of Mukambi Ranching Co-operative Society and deposited in a current account. This is not the only place where we have indicated that research land has been taken away by anybody. It is, therefore, a public utility and, the Government is interested in examining that situation. There are many ADC farms that the Government, for example, in Malindi, has looked at afresh because there were irregularities when this was being done. I have no personal interest. I also want to thank Mr. Ochilo-Ayacko for bringing this Motion before the House. On the fourth and fifth lines I propose that we delete all the words between the word "to" and "public" and insert the words "with immediate effect, process titles" in place thereof. On the last line delete the word "rural" and insert the words "only to be collected upon payment of appropriate Government fees" after the word "Kenya" as appearing on the last line. I cannot implement it without the money. I am in agreement that we must protect public utilities. That is why I have said that from now henceforth, we have put on notice anybody, including Members of Parliament, who may have taken public utilities to know that they must return them.
