Thank you, Mr. Temporary Deputy Speaker, Sir, for recognizing me because I was here when we were starting this particular matter. Just like the rest of my colleagues, I want to congratulate Dr. Ojiambo, for moving this particular Bill. I would also like to commend the Ministry of Agriculture for supporting this Private Members' Bill. I think this is positive. When hon. Members move Private Members' Bills, the Government should not always take over what they have moved, but should also support them, so that it is a co-operative effort. Mr. Temporary Deputy Speaker, Sir, secondly, I think this Bill ...

Mr. Temporary Deputy Speaker, Sir, the title deeds for the five areas, namely Kilala, Nzuuni, Utati, Kivani and Kauti are available. There is a problem that the entire country faces. If some people object to the adjudication exercise that has been done in a given area- --

Thank you, Mr. Temporary Deputy Speaker, Sir. I have said that there is a problem that the whole country faces. If we declare adjudication sections, complete the necessary works and somebody objects, we have to wait until those objections are sorted out before registration is done. Some sections had those objections. Until we change the law so that it can allow for the areas without objections to be registered, the registration process will continue to delay. The Ministry of Lands will seek leave of the House to change the Land Adjudication Act at an appropriate time so that the areas ...

Mr. Temporary Deputy Speaker, Sir, I will be happy to answer that Question when it will be asked separately. Obviously, that question is not related to the Question the hon. Member for Kaiti has asked.

Mr. Temporary Deputy Speaker, Sir, you will appreciate the fact that, that is really a different Question. I cannot confirm either way because I have been asked that question just now. Of course, if it is asked separately, I will know the state of that office in terms of the 1936 PARLIAMENTARY DEBATES July 11, 2006 records they have and whether there is a proper roof. At this juncture, it is not humanly possible for me to know the parts of this country that lack offices and those that have.

Mr. Temporary Deputy Speaker, Sir, the hon. Member is asking a question about another area. If he asks that Question separately, I will answer it. However, as of now, it is not possible for me to know the state of that office because I was not prepared to answer such a question.

On a point of order, Mr. Deputy Speaker, Sir. Is it in order for an hon. Member of Prof. Anyang'-Nyong'o's stature to use derogatory language, targeting another hon. Member, when he knows that there is no Parliament in Mbooni? May 4, 2006 PARLIAMENTARY DEBATES 955

Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to support this Bill. This Bill should really be supported as a matter of cause because it is merely a translation of the Estimates that this House resoundingly approved. When some of our colleagues oppose this Bill, one must conclude that they are really opposing for the sake of doing so, because the Bill merely translates into legal form what all of us approved in terms of the Estimates. That approval was more or less, unanimous. Mr. Deputy Speaker, Sir, the NARC Government---

Mr. Deputy Speaker, Sir, I said that the approval was more or less, unanimous, if my colleague was listening to me. I must say that recently Prof. Anyang'-Nyong'o is not the person I knew because sometimes he raises matters that he should not.
