Mr. Speaker, Sir, it is important that the hon. Member helps us in this matter. We have arrested people who were destroying forests and engaged in illegal charcoal burning. They were taken to court and were found guilty. They are still complaining that they should be allowed to reap forest products. They should follow the law. They should not do so in an illegal way.

Mr. Speaker, Sir, it is correct that there is a new Kenya Forest Service, which is in the process of finalising regulations that will pave the way for the establishment of community associations. Those associations will, in a legal and sustainable way, make use of forest products.

Thank you, Mr. Speaker, Sir, I wish to make a statement regarding charges that the Acting Minister for Lands has incited local residents to invade farms around Emali/Kibwezi District. Mr. Speaker, Sir, last week, an incident occurred within the former Nzai Farm whose initial land titles were LR.No.9730 and LR.No.9731. Part of the above mentioned land was transferred to Maj. (Rtd) S.M. Muiu, the late hon. Mulu Mutisya and Mr. James Mutua in 1980 and 1981. The land in question is situated in Makueni Constituency. The original owners of the land approached the first President of Kenya to buy the above mentioned land. A committee was appointed under the supervision of the Government, whose treasurer was the District Commissioner (DC), Machakos, Mr. Benson Kaaria. It collected money from the local people. The chairman and secretary were the two Members of Parliament of the area. Mr. Speaker, Sir, I have absolutely no personal interest as hon. Prof. Kivutha Kibwana. This is not the only place where we have indicated that research land has been taken away by anybody. It is, therefore, a public utility and, the Government is interested in examining that situation. There are many ADC farms that the Government, for example, in Malindi, has looked at afresh because there were irregularities when this was being done. I have no personal interest. These are things that we are pursuing countrywide.

I will be concluding my speech in two minutes because it is something that we have discussed with the hon. Member. On the fourth and fifth lines I propose that we delete all the words between the word "to" and "public" and insert the words "with immediate effect, process titles" in place thereof. On the last line delete the word "rural" and insert the words "only to be collected upon payment of appropriate Government fees" after the word "Kenya" as appearing on the last line.
