  • 16 Oct 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Thank you for your ruling, which I do not wish to, in any way, contradict but I had been given an answer earlier, which I intended to interrogate the Minister on. Again, this matter is very urgent, because the concerned organisation, Econet Wireless Kenya, is intending to roll out--- view
  • 16 Oct 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I just want to request you that the status quo remains until you give your ruling. view
  • 16 Oct 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I rise on a point of order to seek a Ministerial Statement from the Minister of Labour on the following:- (a) Could the Minister confirm that Discount Security Services Limited, which is currently under receivership, had been contracted, without the Board's approval, to handle money for shares on behalf of National Social Security Fund (NSSF)? (b) Could the Minister confirm to this House how much money was invested by Discount Security Services if, indeed, it is to the tune of Kshs3 billion; money for peasant workers? (c) How much of that Kshs3 billion has ... view

  • 15 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I wish to lay on the Table of this House a October 15, 2008 PARLIAMENTARY DEBATES 2757 document to prove that the Ministry has approved entry into this country of the said drugs. Mr. Deputy Speaker, Sir, it is sad that the Minister has admitted, on the Floor of the House that, indeed, drugs which are not supposed to be in this country are in the country. What immediate action is the Minister going to take to ensure that this does not happen any more? view
  • 15 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, this Ministry is notorious for working in isolation from the local community. This situation is not only unique in northern Kenya. In my constituency, Mutito in Mwingi District, we have got deposits of coal and gas which the Ministry is trying to explore. However, the Ministry does not involve the local community or leaders from that area. What measures is the Ministry taking to ensure that it brings the local people and their leaders on board as far as exploration for those resources is concerned? view
  • 15 Oct 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Assistant Minister for Water and Irrigation to tell this august House that people qualify to sit in Water Boards merely by virtue of their communities or is it meritocracy that takes place in appointing these people? view
  • 15 Oct 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Hon. Munyaka is attending a recruitment drive of ODM(K). May I request you to defer the Question, because he is doing Government work? view
  • 15 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I want to raise a matter of national importance. view
  • 15 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir. A Kshs2.3 billion loss is bigger than the loss in Goldenberg and Grand Regency, because in Grand Regency Hotel, there is something that we can see. Kshs2.3 billion, which was stolen by a few people, as the Assistant Minister has confirmed, is a big shame. My question to the Assistant Minister is: Given that this amount of money has been stolen, what happened to the Chief Executive Officer (CEO)? He has not told us what happened to the CEO. He has only told us about the lower cadre of managers, who were fired and some taken ... view
