  • 14 Dec 2011 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. When a matter comes to the Floor of this House, the Chair has ruled severally that it becomes the property of the House, as opposed to a matter of Members of Parliament to discuss individually. view
  • 14 Dec 2011 in National Assembly: When this matter came here, the Chair ruled that the appeal had been done properly. A letter was laid on the Floor of the House where the officer had appealed for reinstatement through the correct channel. Therefore, he was directed to come and answer the Question, because what he was alleging has not been done, had been done. Is the Assistant Minister, Ojode, in order to come and start telling the House that he has agreed with the Questioner, they take two weeks, yet this is the business of the House, and he must give the information to the House? view
  • 14 Dec 2011 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. This Assistant Minister cannot get away with this because last time, the Chair directed that this matter does not go to the Committee since the appeal had been done procedurally. The Chair directed that this Question should appear for the last time and this Assistant Minister must come with an answer. Now he wants it to be referred to the Committee which the Speaker at the time thought it was not necessary. The Assistant Minister must stop his theatrics and give this House an answer as a matter of right and ... view
  • 14 Dec 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to join the rest of my colleagues who have supported this Report. I was, indeed, one of the joint Committee Members who burnt the midnight oil to ensure that we delivered a report that is in tandem with the expectations of Kenyans. Just to give a brief overview, with the assistance of the Government, Kenyans were duped, in the sense that the Kenya Gazette Notice that was referred to by the Attorney-General indicates that, indeed, this land was available to be bought and. Therefore, Kenyans worked on the basis of that Kenya Gazette ... view
  • 13 Dec 2011 in National Assembly: Thank you, Mr. Speaker, Sir. While we appreciate the good and noble intentions of the Minister, during the intervening period; that is between the suspension of these tribunals and when these courts will be operational, majority of Kenyans will be suffering. Why can he not consider giving latitude for the tribunals to work during the intervening period up to the time that the courts will be set up? This is because when the Minister says that there will be courts in every county and they are not there, poor Kenyans continue to suffer. Could he consider allowing these tribunals to ... view
  • 13 Dec 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. You have just heard the Minister say that these requests should be put to the Chief Justice. Is he in order to refer us to the Chief Justice when we are asking him this as the Minister in charge of this docket? The Chief Justice, being in the same Government that he works in should agree on a mechanism of expediting this process so that Kenyans can be served instead of referring Members of Parliament to the Chief Justice. view
  • 13 Dec 2011 in National Assembly: Mr. Speaker, Sir, looking at the letter which has just been tabled, the Ministry of Roads is confirming that this particular contractor has actually damaged this road, what happens to the issue of axle weights? Does the Ministry enforce the issue of axle weights so that, that particular road is not damaged? Did this contractor contravene that? view
  • 8 Dec 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. This Assistant Minister has always asked for time - a week or two - to come back and give answers. A case in point is a matter of employees of Guruman in Magadi where he was supposed to bring a report. But he never brought any report. The other case is that of an employee who used to work with an Italian restaurant called Austeria in Village Market. The same Assistant Minister came and said that he needed to be given two weeks to bring a report here. Now, again, he ... view
  • 8 Dec 2011 in National Assembly: Yes! East African Safaris is another case. The same Assistant Minister is notorious of not answering Questions and asking for more time yet, he does not come back to give a feedback. Is he in order to ask for time extension this time round? view
